Statement Regarding proposed Articles of Resolution
Upon arriving in Harney County, The PPN has observed an extreme lack of substantial, in-depth communication as it pertains to a peaceful resolution at the Malheur National Wildlife refuge, resulting in a communication stalemate The primary aim of the PPN's presence is to facilitate discussion concerning all parties involved and to establish open communication towards a peaceful resolution while maintaining civility within Harney County. As the initial phases to establish a Perimeter of Protection for the Malheur National Wildlife Refuge are completed, several key aspects of communication between Harney County Law Enforcement, Federal Agencies, and the Occupiers must be established.
In order for the current communication stalemate to dissipate, The PPN strongly encourages both parties to push the Articles of Resolution into immediate discussion. The PPN has drafted these articles of resolution to chart a course towards peaceful resolution. Three main requests and grievances are being issued which include; grievances being addressed in writing with an intent to work towards resolving said grievances, criminal investigations of prosecutorial misconduct which resulted in the violation of the Hammonds Constitutional Rights, as well as the transfer and unconditional return of the lands in question to Harney County and Burns Pauite Tribe.
It is imperative that all parties work together in full trust, and exercise diligence in addressing each grievance so that a peaceful consensus may be achieved. Continued inability to communicate may further increase tensions within the community and inflame an already peaceful occupation. This situation is not conducive to solutions. The PPN will continue to operate the Perimeter of protection and facilitate open dialogue by any means necessary.
